"In-house training" funding programme - Conclude a transfer agreement
The aim of the funding programme is to promote cooperation and networking between municipalities in various areas of digitalisation. To this end, digitalisation topics identified in advance have been combined into modules. Each municipality has the opportunity to put together an individual in-house training course lasting a maximum of 3 days from various digitalisation modules to suit their needs.
In-house training courses are offered by the following training providers:
- Administrative school of the Gemeindetag Baden-Württemberg
- Baden-Württemberg administration and business academies (Stuttgart, Karlsruhe, Mannheim, Freiburg)
In order to receive funding, you as a municipality, city, town or district must conclude a transfer agreement with the Baden-Württemberg Association of Cities and Towns.

Prerequisite
You have joined forces with one or more municipalities for the training and have not yet taken part in an in-house training course during this funding period.
Inter-municipal associations of at least two local authorities are eligible for funding.
In justified exceptional cases, an in-house training course may take place without a merger following a review by the funding recipient to ensure that it is appropriate, particularly with regard to the number of employees trained. The other funding conditions continue to apply.
- Up to 3 training days per merger per funding period can be funded.
- The Baden-Württemberg Ministry of the Interior, Digitisation and Local Authorities, as the funding provider, grants subsidies for this funding purpose as partial funding in the form of a non-repayable grant. In the case of in-house training, this corresponds to 50 per cent of the eligible costs, up to a maximum of EUR 1,700 per training day.
Procedure
- Log in with your government account.
- Complete the online form in full.
- Enter the members of the association.
- If the application is not submitted in an ICZ, please only enter your own details
Attention: Only possible with special authorisation! Selection option is available in the form. - Select the desired training provider.
- Regardless of whether 3 training days are to be booked in one go or booked individually at different times, only the conclusion of a transfer contract is necessary.
- Submit the transfer contract online.
- You will receive a confirmation of receipt.
- If all legal requirements are met, you will receive a service account message with your details and the contents of the contract. You will also receive the in-house ID you need to register with the training providers.
- Once you have received the ID, you can contact the training providers to arrange a training date and agree on the content.
- The training providers will charge you a reduced fee if you provide an ID. Please pay this invoice directly to the training provider.
